Training and Pilot Testing the VTRS on Technology Innovation Projects in Vietnam

On September 17, 2017, Prof. Dr. Hoang Van Phong, Member of Fund Management Council; Dr. Nguyen Dinh Binh, Executive Director and all staff members of the National Technological Innovation Fund (NATIF) and representatives of the State Agency for Technology Innovation (SATI) welcomed two experts of Korea Tech Finance Corporation (KOTEC). Attending the KOTEC's delegation are Dr. Moonkyo Chung, Director of Seocho Technology Appraisal Center, and Dr. Yun Hang Cha, Deputy Director of International Business Cooperation Office of KOTEC.

This workshop is part of a bilateral cooperation program with Korea Technological and Financial Corporation (KOTEC), which will take place from 17 to 23 September 2017, the National Technology Innovation Fund held an exchange workshop and training course on evaluation testing and evaluation of innovation tasks using the Vietnam Technology Rating System (VTRS).

The workshop and training program help NATIF's specialists pilot test the VTRS. This is a very important step for businesses to apply for technological innovation loans at NATIF without collateral. At the same time, the training is also a great opportunity for the Fund's specialists to gain experience in evaluation technology. In this evaluation, the Fund selected four typical enterprises to perform the pilot test.

Pilot test VTRS at Biospring

The Vietnam Technology Rating System (VTRS) is being developed and researched by SATI and KOTEC from 2015 to 2016 through Korea Knowledge Sharing Program. VTRS refers to 34 criteria for rating from the Korea Technology Rating System (KTRS), but adjusted to the conditions in Vietnam and retracted to 23 indicators, eight indicators are measurable, six items are not measurable and nine indicators are dependent on the viewer's point of view.

At the end of the training and evaluation, experts from Korea highly appreciated the working spirit of NATIF experts, as well as the spirit of the companies in the joint assessment. In addition, experts from KOTEC also emphasized that it is necessary to conduct a multi-enterprise pilot test to be able to finalize the most appropriate VTRS phylogenetic criteria for NATIF to apply later. this. At the same time, NATIF needs to coordinate with other agencies and organizations to build a database of enterprises and support the rapid and accurate assessment of technology for businesses.

On behalf of the Fund Management Board, Prof. Dr. Hoang Van Phong expressed his thanks and highly appreciated the great help and contributions of the KOTEC expert team during the training. The National Technological Renewal Fund will focus on the knowledge gained during the training, continue to evaluate additional trials, and research and further refine the system of criteria to apply gradually.
